Problem & Objective
The Brazilian government
has made poverty reduction and the elimination of hunger two of
its highest priorities. However, the government does not have
the information to accurately measure rural poverty at a disaggregated
level, and therefore is constrained in its ability to analyze
the impacts of policies on rural poverty. This research program
aims to create an information base which will allow analysis at
the regional level, and use this to understand the different pathways
out of poverty.
Research Context
The research will use state of the
art methods to combine existing large and small data sets to take
advantage of the strengths of each one. Once an improved database
is available, the researchers will conduct a series of comprehensive
studies of the policies aimed at assisting the rural poor to exit
poverty, thus helping the government to move towards realizing its
goal of poverty reduction.
Policy Implications
This research will extract policy
lessons from an analysis of pathways out of rural poverty. Policy
recommendations will be derived for existing government programs,
improving official data on rural incomes, and new programs in need
of creation. Special attention will be given to regional diversity,
and the role it plays in effective policy design and implementation.
