Constraints to Growth in Russian Agriculture

Problem & Objective
Russia's agricultural policy reforms have had limited success, and agricultural productivity remains about one-third below the pre-reform levels. By understanding and documenting the nature and extent of current economic problems, BASIS can offer analysis indicating the policy approaches that are most promising for placing Russian agriculture on a sustainable path to economic viability and growth.

Research Context
This research investigates four areas: (1) policy-related barriers to entering and transacting in purchased input markets, and new contractual arrangements in farming to cope with those barriers; (2) emerging forms of land markets; (3) coping strategies under constrained and disorganized farm credit and financing systems; and (4) constraints on efficient allocation and mobility of farm labor.

Policy Implications
The goals of this research are, in each of the four areas, to improve knowledge of the facts and emerging trends, to analyze the causes of constraints and factors promoting successful change, and to assess the pros and cons of possible policy remedies.
